Little Rock Arkansas, September 26, 1862. General: - The undersigned, being of opinion that officers and soldiers in the Provisional army of the Confederate states, who are citizens of the state of Arkansas and who may be within the state at the time of the election, and otherwise qualified, will be entitled to vote at the ensuing election on the 6th of October next, for Governor; and also for any inferior office, where it may so happen that such voter, being an inhabitant of the district or county for which such inferior officers are to be elected, is within the limits of such district or county at the time of voting, respectfully call your attention to the matter, and if in accordance with the views of the commanding General and not uncomfortable with the public service, request an order allowing the Arkansas troops to vote, at such precincts as may be most convenient to them on the day of the election.
